Sean then ordered the soldiers holding George down, "Go ahead and beat him 40 times!"

The city defense soldiers immediately replied in acknowledgment and beat George hard on the back with a long thick plank.
They beat him repeatedly with dull thuds.
It was accompanied by George's screams!
Wesley could not bear to look at him, and his wife Wanda had tears in her eyes as she quickly looked away, unable to look any longer.

After returning to the office, Sean sat in his chair and let out a long breath.
Zander's expression did not look good.

Sean, Gregory, and Anthony arrested the woman George hid in the army camp. He should have kicked George out of the city defense army immediately.

However, Sean ended up only punishing George, not expelling him from the army camp. He even let him stay as a centurion.
Such a punishment was too light. It was not too much to describe it as anticlimactic!
Therefore, Zander was upset.
