There were three main aspects to the slum's governance.

The first was medical care.

At the same time, medical care should be provided to all those in the slum who earn less than Dorodo's current average monthly salary.

To put it more colloquially, people who earned less than the average monthly salary and lived in the slum could get extra discounts for medical consultations. The poor people in the slum could then afford to get treated and thus heal.

The second aspect was economic issues.

The income of the poor was too low. One reason was that the poor's education level was too low to do other jobs. Also, the basic work benefits offered by the factories and companies were too little. Though the poor were dissatisfied, they had no choice but to endure it and work.

About the latter, Sean and Quentin planned to let all factories and companies in the slum improve basic wages and benefits by issuing compulsory policies—they must at least be consistent with other Dorodo factories and companies.

The companies and factories in the slum would be allocated a portion of the Dorodo government's budget to encourage them to expand their scales to increase their revenue and reduce their possible losses as much as possible. The expansion of the companies and factories would provide more jobs and employment opportunities, and the poor would have more choices.

The former could not be solved for the time being.
