The so-called "I don't give a sh*t!" was a swear in American English. It roughly meant that someone did not f*cking care for something or they were not in the least f*cking bothered by it.
The reason why Charlie had chosen an American swear was because he wanted to use a simple and harsh way to show his attitude in front of Smith.

When Smith heard that sentence, he immediately understood Charlie's attitude entirely.
