So far, Rosalie was the only clue Merlin could find. He knew he needed to find Rosalie in order to solve the case, for she was the only lead to dig out other clues related to the Ten Thousand Armies.
Otherwise, he would never be able to solve the series of lynchings in New York. It'd be an impossible task, especially after Rosalie and Ten Thousand Armies departed from the United States. His failure would be the biggest shame in his career.
As a police officer, he abhorred lynching in every form. It was the police's responsibility to crack down on crime, not vigilantes.
Anyone except the police did not have any law enforcement power. Committing private executions was a crime. Even if they punished evil and promoted good, they were still punishable by law.
Thus, Merlin was determined to find Rosalie. He was confident that he could find her as long as Kathleen wasn't given any chances to tip her off. Rosalie would not leave so quickly.
That was why he immediately told Kathleen after hanging up the call, "Miss Fox, I need you to take out your phone and put it on the table. You cannot access any communication devices while you are in the room."
Kathleen was inclined to agree at first, about to take out her phone. She could cut off the call with Charlie and lock the screen immediately as long as she tapped her phone twice. Merlin would never notice it.
However, she changed her mind after thinking about it carefully. If she agreed too quickly, Merlin might assume that she was overly confident in this situation.
Therefore, she pretended to be nervous and snapped coldly, "Mr. Tammy. I've always respected you, but please don't go too far! Do you have the right to restrict my freedom?”
Merlin noticed Kathleen's nervousness and immediately pounced at his chance. He said bluntly, “I suspect you have close contact with the terrorists. To prevent you from tipping off, I have the authority to limit your contact with the outside world! If you disagree, you can sue me in federal court right after this."
