Galen assumed that Penelope must have been killed in the explosion.

Raphael was tied to a chair with explosives strapped to his body.

“Strapping bombs to people again, huh? This is such an old trick. Can't you come up with something a bit more original?”
The man shrugged and said, “It may be a cliché, but it's effective, isn't it?”
Donald had to admit that the man was right.
His purpose for coming here was to save Raphael.
If Raphael were to be killed due to his own impulsiveness, then his mission here would be considered a failure.
The only solution now was to get the remote from that man as quickly as possible.
