In the document, they requested for Nathan to be held accountable for his actions. The countries demanded Eurasia to give them a satisfactory punishment for Nathan's actions.

Garrett laughed coldly when he finished reading the document. “How interesting. They come to our doorstep looking for trouble but complain when Nathan punishes them for their actions. Pete, don't you think this is hilarious?”
