The bottom layer was made up of a vast number of natives.
The natives were at the bottom of the Divine Realm's hierarchy, engaging in the most menial and strenuous jobs. They seldom obtained a chance to rise above their station, and it was rare for any of them to penetrate the core of the Gods' power.
